School Based Council Meeting
July 15, 2003 – 12:00 noon - Conference Room
The regular meeting of the school-based council
was called to order by Thomas Purcell, principal, at noon. Members
present: Tom Purcell, James Morgan, Tim Taylor, Melissa Morris,
Buzz Backstrom, Scott Kuegel and Sue Krampe.
A motion was made by Buzz Backstrom to open the
meeting, Scott Kuegel seconded the motion and there was consensus.
A motion was made by James Morgan to accept the
agenda, Buzz Backstrom seconded the motion and there was consensus.
A motion was made by Buzz Backstrom to approve
the minutes of the previous meeting, Melissa Morris seconded
the motion and there was consensus.
Personnel Update - Mr. Purcell reported the following staff

Budget Update -
Mr. Purcell stated that there was a projected carryover of $76.70,
which could be used to purchase copy paper.
The transportation budget for student
trips went over approximately $2,300.00.
Due to some switching around of
extended days for counselors, about $5000 of S.E.E.K. money
was made available. Mr. Purcell recommended that the budget
be amended so that funds are reallocated back into department
accounts eliminating previous budget cuts and that a general
food budget be entered as a line item.
James Morgan made a motion to approve
the budget with the amendments, Scott Kuegel seconded the motion
and there was consensus.
SBDM Vice Chair -
Mr. Purcell asked Mr. Morgan if he would accept the nomination
made at the June meeting to be the council vice chair. Mr. Morgan
accepted.
Regular Meeting Dates
- Mr. Purcell stated that we would continue to meet
on the 3rd Tuesday of the month at 4:00 p.m. unless this was
not a convenient time for council members. Below are the scheduled
regular meeting dates:

Sign Ethics Page – Council
members signed the SBDM Ethics Page.
Progress Reports - Board
policy states that the parent will be notified in the tenth
week of each semester regarding a students possibility of failure.
Last year the school mailed a letter along with an updated copy
of the students progress report at the tenth week of each semester.
The postage, which had previously been paid by district funds,
was approximately $1,300.00 and was paid by the school. Mr.
Taylor asked for discussion of any other options to notify parents
that would not cost the school, including e-mail and the parents
checking grades through the IIOD program. Mr. Purcell stated
that he would see if there is a way to determine how many people
access the IIOD program and make sure there was an understanding
of how teachers could enter comments for students on progress
reports.
By Laws –
Mr. Purcell asked the council members to review the updated
set of by-laws for discussion at the August 19th meeting.
Other –
1st Day of School –
Teachers who recently attended the High Schools that Work seminar
came back with a suggestion that the schedule for the first
day of school be one where students attend all eight classes,
have books issued, syllabi distributed and any other first day
“housekeeping’ items taken care of so that they
are ready to jump directly in to coursework on the following
two days. Currently students attend CAP group and then blue
day classes on the first day and white day classes on the second
day of school and receive books, syllabi etc. at the first portion
of each class as they attend. Because of the need to attend
CAP group for various school wide housekeeping items (turning
in of signed forms, going over school rules, etc), and the time
needed to serve lunch to students plus the large number of students
who leave campus for higher ed etc., this suggested schedule
did not seem feasible.
Bookbags/Computer Bags
– students who will be participating in the e-Learning
pilot program will have some sort of padded computer bag. These
bags will most likely be a backpack and for obvious reasons,
they will not be mesh or see through. This first group will
have to deal with computer bags and probably their regular mesh
back pack. Issues concerning book bags in the classroom and
regular use of student lockers will also need to be addressed
the first few weeks of school.
The next date for the SBDM Council
meeting is Tuesday, August 19, 2003 at 4:00 p.m. in the conference
room. There being no further business a motion was made by Scott
Kuegel to adjourn at 1:45 p.m. Melissa Morris seconded the motion
and there was consensus.
