School Based Council Meeting
October 18, 2005 - 4:00p.m. - Conference Room 

The regular meeting of the school based council was called to order by Tom Purcell, Principal, at 4:00 p.m. Members present: Tom Purcell, James Morgan, Keith Johnson, Curt Newcom , Melissa Jarboe, Jean Ann Stanley, Sue Krampe and Jim Gilles. Visiting was KWC student Katie Cecil. A motion was made by Keith Johnson to begin the meeting. Melissa Jarboe seconded the motion and there was consensus.

Approve October Agenda - A motion was made by Mrs. Johnson to approve the October agenda. Mr. Morgan seconded the motion and there was consensus.

Approve September Minutes - A motion was made by Mrs. Jarboe to approve the September minutes. Mr. Morgan seconded the motion and there was consensus.

Personnel Update - The following positions are open:

  • Assistant Softball
  • Permanent Sub
  • E.S.S. Coordinator
  • Wrestling Coach

The following positions have been filled:

  • .25 Spanish teacher, teaching 1 period each day, Christianne Elder
  • Head boys track coach - Jeremy Cameron

Budget Update - Mr. Purcell reported that there is $11,016 remaining in the Professional Development budget. He also reported that we have spent 62% of the S.E.E.K. budget.

First Reading Summer School/Credit Recovery Program - Pass Key - submitted by Melissa Morris.

Credit Recovery - Computer Program (Novel Star or Pass Key)

Referral Process:

After the first semester grades are averaged, students who fail a first semester required course may enroll in the credit recovery program (during second semester of that school year).

Order of preference will be as follows:

  • Seniors
  • Juniors
  • Sophomores
  • Freshmen

Guidance Counselors will recommend students to the credit recovery program.

Maximum enrollment - 50 students at a time

Time Schedule:

Students will attend ESS morning, 7:00-8:00 a.m. , or afternoon, 3:30-4:30 p.m. , sessions Tuesdays through Thursdays and be supervised by ESS Teacher of curriculum area in the library computer lab or writing lab.

Attendance requirements:

Students will be dropped from the program on their third absence.

Ten minutes late constitutes an absence.

Supervision:

ESS Teachers will staff the program during our regular ESS hours. No extra staffing should be needed.

Description:

Before implementation of the program, each department will decide upon skills/concepts required for students to master in order to recover the deficient credit. Summer School/ESS funds will pay stipends for department meetings.

Based upon pre-tests and teacher requirements, students will do course work in the computer program until they have successfully mastered the skills/concepts and recovered the deficient credit. The program will be administered from the end of January through the end of March.

Students will only be allowed to enroll in one course at a time; but, they may enroll in another course after completing the first class. Maximum of two classes per semester

Students must have a class average of at least a 55% in order to enroll. (If a student receives a grade lower than 55%, they need to re-take the class during the school year and try harder!)

For the following year, a second semester credit recovery program between mid September and mid-November will be available.

This should eliminate the need of summer school as a solution to credit deficiency.

Safety Committee Meeting
Minutes for September 26, 2005

Members Present: Chuck Broughton, Melissa Bullington, Lisa Garner, Barbara Hart, Marsha Kreisle, Beverly Phelan, Laura Rhoades, Shawn Tomes, Aaron Tucker, Chris Wolter, Jan Young, Rick Phelps, Scott Kuegel, Faith Flahardy (Student Representative)

Mr. Broughton called the meeting to order.

The committee discussed and approved the following safety rule: No Blankets in the classroom and further stated no house shoes or pajama bottoms.

Mrs. Phelan stated the doors for delivery are open. Monday morning it is open and students are coming in through these doors.

Discussion was held on our policy on book bags. Students want other options. Make sure students have been assigned a locker so they cannot say to their parents they do not have one. Option discussed and tabled for the next meeting is to say NO book bags and students must use their lockers. Members on the Committee will discuss with other faculty members and students and come back with opinion on this recommendation.

Comments made on dress code:

  • Jeans with holes - students are wearing patched jeans but some students put "other patches underneath.
  • Teachers should send any student with a dress code violation to Mr. Broughton.
  • Teachers need to be aware of t-shirts.
  • No bandanas (even during Spirit Week).

Discussion of drug policy: All prescriptions, cold medicines, aspirins, etc. must not be carried by any student. Anything of this nature must be turned into the nurse. This is published in our School Agenda Book and was announced over the P.A. over several days. Faith Flahardy felt it difficult for students when they must take a pill before lunch. Mr. Kuegel read from education magazine regarding "O" tolerance. Mr. Kuegel feels policy is not enforced. Said teachers (at Apollo) allow students to take aspirins and there is nothing done. He feels that "one shining bullet" policy is NOT correct, feels that some give and take. Give a closer look at each case. Mr. Kuegel states there is no room for reasoning and it's cut and dry. Mr. Broughton responded he is consistent when policy has been broken. Deputy Wolter feels nothing should be carried by a student.

Assessment Committee - The assessment committee has been meeting and reviewing the 2005 CATS performance reports. These reports may be viewed on the Apollo website at http://www.ahs.dcps.org/eaglenet06/admin/sitebase/cats-analysis/home.htm .

Safe School Visit - November 16 th , Denny Vincent will be here he along with a group of five others from KCSS ( Kentucky Center for School Safety, EKU) to interview students, staff, parents and principals totaling fifty-five interviews in all regarding the safety at Apollo High School . These interviews will take place from 8:15 to 2:30 p.m. , Mr. Purcell will receive a report at 2:30 . Some parts of the safety report will be from information compiled from student, staff and parent surveys that were completed the week of October 7 th .

Discussion and Distribution of Open Meeting and Open Records information - Mr. Purcell distributed copies of Kentucky statutes regarding open meetings and open records. Council members signed affidavits certifying that they received the written information prepared by the Attorney General's office regarding these issues.

Students Doing Good Things - Mr. Purcell report the following good things our students are doing:

Chris Conkright - qualified for the state golf tournament

Girls Volleyball are the District Champions

Grant Todd and Ashley Warren have been named National Merit Scholarship Commended Students

The September students of the month are:

  • 9th James Marksberry, Debra Ralph
  • 10th Nathan Kitchens, Lacey West
  • 11th Ben Duvall, Katie Carpenter
  • 12th Chris Sampley, Katie Hagan

Other:

Parent teacher conferences are Tuesday, October 25, 2005 , 4 to 7 p.m.

The date for the next SBDM meeting is Tuesday, November 15 th at 4:00 p.m. in the conference room. There being no further business, a motion was made by Mrs. Jarboe to adjourn the meeting at 5:18 p.m. Mrs. Stanley seconded the motion and there was a consensus.
